科技領軍人才專項 Science & Technology Champion Project
一、哪些人才可以申報科技領軍人才？
Who is eligible to apply for the project?
年齡一般在60周歲以下，具有博士學位、正高級專業(yè)技術職稱，主要從事自然科學或工程技術創(chuàng)新研究，研究方向處于國際國內前沿，學術成果處于國內一流水平，具備國際競爭力，具有成長為世界級或國家級杰出人才的潛力。
The applicant shall be generally 60 or younger, hold a doctoral degree and/or a senior professional or technical title, mainly engage in natural science or engineering technology innovation & research, explore in international and/or domestic cutting-edge fields, develop academic state of the art achievements in the country, be able to compete in the international community, and have the potential to grow into a world-class or state-level outstanding talent.
二、申報科技領軍人才的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1.近5年為中國科學院或中國工程院增選院士有效候選人。
Candidates recommended as co-opted academicians to the Chinese Academy of Science and/or Chinese Academy of Engineering in the last 5 years.
2.國家科學技術獎主要完成者。
Leading member of State Science and Technology Award.
3.國家培養(yǎng)引進人才計劃(杰出人才、科技創(chuàng)新領軍人才)、“國家杰 出青年基金”和教育部“長江學者獎勵計劃”“何梁何利基金”等國家級重 大人才專項(項目)入選者。
Those admitted by national talent cultivation and introduction programs (Outstanding Talents and Champions in Science & Technology), National Science Fund for Distinguished Young Scholars, Chang Jiang Scholars Program, Ho Leung Ho Lee Foundation, and other major national-level programs.
4.國家級工程(技術)研究中心、國家實驗室、國家重點實驗室、國家技術創(chuàng)新中心主要技術負責人或國家級重點學科帶頭人，云南實驗室主任。
Responsible persons for technology of national engineering (technology) research centers, national laboratories, national key laboratories, national technology innovation centers or leading persons in national-level key disciplines, directors of provincial laboratories in Yunnan.
5. 國家重大科技項目首席專家或負責人，擔任國家自然科學基金重大項目課題負責人、國家自然科學基金創(chuàng)新群體項目成員、國家自然科學基金重點項目負責人，國家科技重大專項、國家重點研發(fā)計劃課題負責人，國家重大工程項目負責人或主要負責人。
Chief experts or leaders of major national-level science and technology projects, leaders of major programs of the National Natural Science Foundation of China, members of the Innovation Group Projects of the National Natural Science Foundation of China, leaders of key projects of the National Natural Science Foundation of China, leaders of major national science and technology projects or national key R&D programs, and responsible/key persons of national-level major engineering projects.
6.在Nature、Science和Cell等國際知名一流學術刊物多次發(fā)表學術文章并得到國際國內同行公認。
Candidates with multiple papers published on internationally renowned journals such as Nature, Science and Cell, which are well-recognized by peers nationally and globally.
三、入選后有哪些支持政策？
What are the preferential policies for selected candidates?
1.引進人才。 給予一次性工作生活補貼100萬元。
Talents introduced from outside of Yunnan. A one-payment living allowance of CNY 1 million.
2.本省入選人才。以月計算每年實際在崗工作時間，按年度給予特殊生活補貼。
Selected talents from Yunnan Province. Special living allowances given on an annual basis. based on the talent's actual working hours of the year which will be calculated in months.
3.項目支持經費。入選人才在培養(yǎng)支持期內可申報競爭性項目支持經費，經評審認定擇優(yōu)給予并視同省部級科技項目，最高 1000萬元。
Project support funds. Selected talents can apply for competitive project support funds during the cultivation and support period. A maximum of CNY 10 million will be provided for technological projects assessed and rated as excellent and equivalent to provincial/ministerial level.
4.后續(xù)項目支持經費。入選人才培養(yǎng)支持期結束并通過考核的，可根據(jù)科研任務情況繼續(xù)申報同一專項項目支持經費。
Subsequent project support funds. Upon the conclusion of talent cultivation and support period and pass of assessment, the selected talent can continue to apply for the same project support funds according to needs of the scientific research tasks.
5.科學家工作室支持經費。主要從事自然科學和工程技術類學術研究的入選人才，特別是在云南省構建現(xiàn)代產業(yè)體系等方面業(yè)績貢獻突出的，可申報云南省科學家工作室。經評審或按照“一事一議、按需支持”方式，報省委人才工作領導小組審定，最高支持 1000萬元，不計入項目支持經費。
Scientist workshop support fund. Selected talents mainly engaged in academic research in natural science and engineering technology, especially those with outstanding contributions to building a modern industrial system in Yunnan Province, can apply for the establishment of a scientist workshop in Yunnan Province. Specific amount will be decided according to actual needs and based on specific review. Final decision will be subject to the Talent Work Leading Group of the CPC Yunnan Provincial Committee after review and approval. This amount will be neither more than CNY 10 million, nor included in the support funds for the project.
云嶺學者專項 Yunling Scholar Project
一、哪些人才可以申報云嶺學者？
Who is eligible to apply for the project?
年齡一般在55周歲以下，具有博士學位、正高級專業(yè)技術職稱，主要從事自然科學、工程技術、人文社會科學學術研究，取得重大創(chuàng)新，對經濟社會發(fā)展作出突出貢獻，達到國際先進或國內領先水平，同行認可。
The applicant shall be generally 55 or younger, hold a doctorate degree and/or a senior professional or technical title, and mainly engage in research of natural science, engineering technology or humanities and social sciences with significant innovation and outstanding contribution to economic and social development, which reaches the international advanced level or domestic leading level and is recognized by peers.
二、申報云嶺學者的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1.事業(yè)單位專業(yè)技術二級崗，或企業(yè)、非公有制經濟組織和社會組織中享受國務院政府特殊津貼。
Second-level post holder working in public organizations, or nominated person of the State Council Special Allowance in enterprises, non-public economic organizations and social organizations.
2.獲得國家級或省部級科研獎勵。
Winners of national or provincial/ministerial-level awards in technology.
3.國家級工程(技術)研究中心、重點實驗室主要技術負責人。
Main technological leaders of national engineering (technology) research centers or key laboratories.
4.國家重大科技項目首席專家或負責人。
Chief experts or leaders of major national-level science and technology projects.
5.國家社會科學基金重大招標項目負責人。
Leaders of the major bidding projects of the National Social Science Fund of China.
6.在云南省經濟社會發(fā)展領域取得重大創(chuàng)新、作出突出貢獻、同行公認，科研學術成果具有國際先進或國內領先水平。
Those who have made major innovations in economic and social development in Yunnan Province or outstanding contributions that are recognized by peers, and such technological and academic achievements reach the international advanced level or domestic leading level.
三、入選后有哪些支持政策？
What are the preferential policies for selected candidates?
1.引進人才。給予一次性工作生活補貼100萬元 。
Talents introduced from outside of Yunnan. A one-payment living allowance of CNY 1 million.
2.本省入選人才。以月計算每年實際在崗工作時間，按年度給予特殊生活補貼。

3.項目支持經費。入選人才在培養(yǎng)支持期內可申報競爭性項目支持經費，經評審認定擇優(yōu)給予并視同省部級科技項目，自然科學和工程技術類最 高500萬元、人文社會科學類最高200萬元。
Project support funds.Selected talents can apply for competitive project support funds during the cultivation and support period. A maximum of CNY 5 million will be provided for natural science and engineering technology projects, and a maximum of CNY 2 million for humanity and social science projects, both of which are assessed and rated as excellent or equivalent to provincial/ministerial level.
4.后續(xù)項目支持經費。入選人才培養(yǎng)支持期結束并通過考核的，可根據(jù)科研任務情況繼續(xù)申報同一專項項目支持經費。
Subsequent project support funds.Upon the conclusion of talent cultivation and support period and pass of assessment, the selected talent can continue to apply for the same project support funds according to needs of the scientific research tasks.
5.科學家工作室支持經費。主要從事自然科學和工程技術類學術研究的入選人才，特別是在云南省構建現(xiàn)代產業(yè)體系等方面業(yè)績貢獻突出的，可申報云南省科學家工作室。經評審或按照“一事一議、按需支持”方式，報省 委人才工作領導小組審定，最高支持 1000萬元，不計入項目支持經費。
Scientist workshop support funds. 高端外國專家專項 High-end Foreign Expert Project
一、哪些人才屬于高端外國專家？
Who is eligible to apply for the project?
具有較高學歷學位、相當于副高以上專業(yè)技術職稱，非中國籍，身體健康，研究領域或從事專業(yè)符合云南急需緊缺產業(yè)發(fā)展需求，且與省內用人單位有明確合作關系。年齡一般在70周歲以下。
The candidate shall possess a high academic degree and a title equivalent to associate professor level or above, and be a non-Chinese citizen with good health. The candidate shall meet the development requirements of the urgently needed industries in Yunnan with his/her research field or specialty, and have a specific cooperative relationship with employers in Yunnan. The applicant shall be generally 70 or younger.
二、申報高端外國專家的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1. 國外高校、科研單位及相關機構關鍵崗位研發(fā)或技術管理經歷，某一領域具有國際先進水平。
Have experience in R&D or technical management of key positions in foreign universities, scientific research institutions and related institutions, with international-level advantage in a certain field.
2.在國外醫(yī)療衛(wèi)生機構、知名企業(yè)擔任過高級專業(yè)技術職務或管理職務，具備較強技術創(chuàng)新或經營管理能力。
Have held senior professional and technical positions or administrative positions in foreign medical and health institutions or well-known enterprises, with competitive technological innovation or business management capabilities.
3.擁有國際領先自主知識產權或核心關鍵技術，有持續(xù)創(chuàng)新或成果轉化能力，能產生顯著經濟社會效益。
Possess international-level leading independent intellectual property rights or core/key technologies, and be able to continuously carry out innovation or achievement transformation that can produce significant economic and social benefits.
4.獲得人才簽證(R字簽證)、外國人來華工作許可證A類的外國高端人才。
Foreign high-end talents who have obtained a talent visa (R visa) and Type-A foreigner work permit in China.
5.獲得中國政府“友誼獎”、云南省“友誼獎”(原云南省外國專家“彩云獎”)，或相應獎項的外國專家。
Foreign experts who have won the Friendship Award from the Chinese government, or the Friendship Award (formerly the Yunnan Colorful Cloud Award for foreign experts in Yunnan Province) from Yunnan Provincial Government, or equivalents .
6.云南省急需緊缺的其他海外高層次人才。
Other high-end foreign experts in urgent need in Yunnan.
三、入選后有哪些政策支持？
What are the preferential policies for selected candidates?
1.引進人才。給予一次性工作生活補貼60萬元。
Talents introduced from outside of Yunnan. A one-payment living allowance of CNY 600,000.
2.項目支持經費。最高60萬元，分3年執(zhí)行。經評審認定給予，視同省部級科技項目。
Project support funds. A fund of CNY 600,000 in maximum will be provided in 3 years. It will be decided based on assessment and approval, where the project is rated as a provincial/ministerial-level science and technology project.
3.后續(xù)項目支持經費。入選人才服務期結束并通過考核的，可根據(jù)科研任務情況繼續(xù)申報同一專項項目支持經費。
Subsequent project support funds.Upon the conclusion of service period and pass of assessment, the selected talent can continue to apply for the same project support funds according to needs of the scientific research tasks.
產業(yè)創(chuàng)新人才專項 Industrial Innovation Talent Project
一、哪些人才屬于產業(yè)創(chuàng)新人才？
Who is eligible to apply for the project?
年齡一般在50周歲以下，碩士以上學位，副高級以上專業(yè)技術職稱。具備固定的能夠滿足技術研發(fā)及產業(yè)創(chuàng)新工作平臺，研究方向符合云南省構建現(xiàn)代產業(yè)體系等經濟社會發(fā)展需求，取得重要技術創(chuàng)新成果、在科技成果轉 化方面作出突出貢獻的應用類人才。
The applicant shall be generally 50 or younger with a master's degree or above and a title equivalent to associate professor level or above. The applicant shall work on a platform that can meet the needs of technology R&D and industrial innovation in fields that can cater for the economic and social development needs of Yunnan Province, such as building a modern industrial system. The applicant shall be application-oriented, able to make major technological innovation achievements and outstanding contributions to the transformation of scientific and technological achievements.
二、申報產業(yè)創(chuàng)新人才的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1.企業(yè)研發(fā)團隊主要負責人。本人所帶領的團隊近兩年內已經取得重要產業(yè)創(chuàng)新成果，創(chuàng)新成果已得到轉化(產生利潤200萬元以上)，并幫助所在企業(yè)取得顯著經濟效益，對產業(yè)發(fā)展有明顯的引領帶動作用。
Leader of an enterprise R&D team which has achieved important industrial innovation results in the past 2 years, and there has been a successful innovation achievement transformation (with a profit of more than CNY 2 million). Such transformation has helped the enterprise achieve significant economic benefits, which displays an obvious leading role in the industrial development.
2.在高校、科研機構和有科研職能的事業(yè)單位和社會組織從事產業(yè)創(chuàng)新研究的技術負責人。近2年的創(chuàng)新成果已得到轉化(產生利潤200萬元以 上)，或其創(chuàng)新成果即將轉化(已與企業(yè)簽訂了成果轉化協(xié)議)，對產業(yè)發(fā) 展有明顯的引領帶動作用。
Technical leader engaged in industrial innovation research in universities, scientific research institutions, public institutions and social organizations with scientific research functions. The candidate's innovation achievements in the past 2 years have been transformed (with a profit of more than CNY 2 million), or the candidate's innovation achievements are about to be transformed (an achievement transformation agreement has been signed with an enterprise), which displays an obvious leading role in the industrial development.
3.參與符合我省產業(yè)發(fā)展方向創(chuàng)新成果轉化的技術經理人。近2年已經幫助我省高校、科研院所和企業(yè)完成至少2項產業(yè)創(chuàng)新成果轉化項目，每項 創(chuàng)新成果已產生不低于200萬元利潤。
Technical manager participating in transformation of innovative achievements in line with the industrial development direction of Yunnan. In the past 2 years, the candidate has provided assistance in the completion of at least 2 successful industrial innovation achievement transformation projects in universities, research institutes and enterprises in Yunnan, with each innovation achievement generating a profit of no less than CNY 2 million.
4. 已獲得轉化的專利發(fā)明人(含職務發(fā)明創(chuàng)造主要完成者，專利權屬單位所有的) ， 其專利符合我省產業(yè)發(fā)展方向。近2年至少1項專利實現(xiàn)產業(yè)化 應用(產生利潤100萬元以上)，或其專利即將轉化(已與企業(yè)簽訂了成果 轉化協(xié)議)，對產業(yè)發(fā)展有明顯的引領帶動作用。
Patent inventor whose patent has been successfully transformed (including the leading member of inventions with patent owned by the inventor's employer). Such patent is in line with the industrial development direction in Yunnan. In the past 2 years, at least one patent of the applicant has been industrialized and applied (with a profit of more than CNY 1 million), or the patent is about to be transformed (an achievement transformation agreement has been signed with an enterprise), which displays an obvious leading role in the industrial development.
三、入選后有哪些支持政策？
