首席技師專項 Chief Technician Project
一、哪些人才可以申報首席技師？
Who is eligible to apply for the project?
年齡一般在55周歲以下，長期在生產一線從事技術技能工作，技能水平拔尖、技藝技術精湛、實踐經驗豐富、傳統(tǒng)技藝傳承成效突出。
The applicant shall be generally 55 or younger with long engagement in technical work in the production line. The applicant shall possess top-notch and superb skills, rich application experience, and outstanding achievements in traditional skill inheritance.
二、申報首席技師的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1.獲得中華技能大獎、全國技術能手、全國勞動模范、全國五一勞動獎 章、全國行業(yè)技術能手、云南省“興滇人才獎”、云南省技能大獎、云南省 技術能手、云南省勞動模范、云南省五一勞動獎章等榮譽或稱號。
Winner of awards or honorary titles such as China Skills Award, National Technician, National Model of Workers, National May 1st Medal, China Industrial Technician, Yunnan Xing Dian Award, Yunnan Skills Award, Yunnan Technician, Yunnan Model of Workers, Yunnan May 1st Medal.
2.獲得世界技能大賽、中華人民共和國職業(yè)技能大賽、其他全國一類職業(yè)技能競賽各賽項金牌、銀牌、銅牌、優(yōu)勝獎的選手，其他全國一類職業(yè)技能競賽各賽項獲得一、二、三等獎的選手；獲得云南省職業(yè)技能大賽各賽項金牌、銀牌、銅牌的選手，其他省級一級一類職業(yè)技能競賽各賽項獲得一等 獎的選手。
Winner of the gold medal, silver medal, bronze medal or winning awards in the World Skills Competition, the Vocational Skills Competition of the People's Republic of China, and other national-level Type-I vocational skills competitions; winner of the first, second or third prizes from other national-level Type-I vocational skills competitions; winner of the gold, silver or bronze medals in vocational skills competitions held in Yunnan; and winner of first prize in other provincial first-class Type-I vocational skills competitions.
3.能解決關鍵技術難題或能夠排除關鍵技術障礙、安全隱患，對提升產 品質量作出較大貢獻。
The applicant has the ability to solve key technical issues or eliminate key technical obstacles and safety hazards, and to make significant contributions to improving product quality.
4.在本行業(yè)領域創(chuàng)新創(chuàng)造能力強、影響帶動作用大、業(yè)內認可度高。在技術技能崗位上有重要貢獻、重要發(fā)明創(chuàng)造或技術革新，多次獲獎或獲得國家專利證書且具有生產應用價值。
The applicant has a strong innovative and creative ability in the industry with outstanding leading effect and high peer recognition. The applicant has presented important contributions, important inventions or technological innovations in technical skills positions, with multiple awards or national-level patent certificates of production and application value.
三、入選后有哪些支持政策？
What are the preferential policies for selected candidates?
1.引進人才。給予一次性工作生活補貼60萬元。
Talents introduced from outside of Yunnan. A one-payment living allowance of CNY 600,000.
2.本省入選人才。培養(yǎng)支持期內，以月計算每年實際在崗工作時間，按年度給予特殊生活補貼。
Selected talents from Yunnan Province. During the cultivation and support period, special living allowances are given on an annual basis based on the talent's actual working hours of the year, which will be calculated in months.
3.項目支持經費。入選人才在培養(yǎng)支持期內可申報競爭性項目支持經費，經評審認定擇優(yōu)給予并視同省部級科技項目，最高60萬元。
Project support funds.Selected talents can apply for competitive project support funds during the cultivation and support period. A maximum of CNY 600,000 will be provided for technological projects assessed and rated as excellent and equivalent to provincial/ministerial level.
4.后續(xù)項目支持經費。入選人才培養(yǎng)支持期結束并通過考核的，可根據(jù)科研任務情況繼續(xù)申報同一專項項目支持經費。
Subsequent project support funds.Upon the conclusion of talent cultivation and support period and pass of assessment, the selected talent can continue to apply for the same project support funds according to needs of the scientific research tasks.
教學名師專項 Top Teacher Project
一、哪些人才屬于教學名師專項？
Who is eligible to apply for the project?
男性55周歲以下，女性50周歲以下，具有副高級及以上專業(yè)技術職稱， 長期從事一線教育教學工作，專業(yè)素養(yǎng)扎實、師德師風高尚、教學特色鮮明，教研能力和教學效果突出、成果顯著、帶動明顯、同行公認、社會評價認可度高。
A male applicant shall be generally 55 or younger and a female applicant 50 or younger, with a title equivalent to associate professor level or above, long engagement in actual education and teaching, solid professional qualification, noble ethic, distinctive teaching style, outstanding teaching and research capabilities and teaching effects, remarkable achievements, obvious leading effect, high recognition by peers, and high social appreciation.
二、申報教學名師專項的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1. 基礎教育領域
Basic education
( 1 )國家級或省級教學成果獎獲得者(均限排名前3位完成人)。
Winner of national/provincial-level teaching achievement awards (among the top 3 leading members).
( 2 )省部級課堂教學競賽二等獎及以上獲得者(近6年)。
Winner of the second prize and above in the provincial/ministerial-level teaching competitions (in the past 6 years).
( 3 )州市及以上教學名師、學科帶頭人。
Famous teaching teacher and/or academic leader at the municipal, prefectural level or above.
( 4 )教育部“特殊教育園丁獎”獲得者。
Winner of the "Special Education Gardener Award" issued by the Ministry of Education.
( 5 )教育部教學、教改、課程、教材、教師團隊有關項目負責人。
Leader of a team for projects related to teaching, educational reform, curriculum, teaching materials and others under the Ministry of Education.
( 6 )近5年執(zhí)教過州市級以上公開課、觀摩課或示范課不少于10節(jié)，為州市級以上教師做學科講座不少于10場次。
Presented at least 10 open classes, observation classes or demonstration classes at or above the prefectural level in the past 5 years, and gave at least 10 discipline lectures for teachers at the prefectural level or above.
( 7 )獲得省級以上教育教學表彰獎勵，獲得州市級以上黨委政府表彰獎勵。
Awardees for excellent education and teaching at the provincial level or above highly commended by Party committees and governments at the municipal level or above.
( 8 )近6年，作為第一作者正式出版過教育教學專著。
Published a monograph on education and teaching in the past 6 years as the first author.
2. 職業(yè)教育領域
Vocational education
( 1 )國家級或省級教學成果獎獲得者(均限排名前3位完成人)。
Winner of national/provincial-level teaching achievement awards (among the top 3 leading members).
( 2 )國家或省級以上重大教改項目主持人。
Leader of major educational reform projects at national/provincial level or above.
( 3 )國家級教師教學創(chuàng)新團隊負責人。
Leader of a national-level teaching innovation team.
( 4 )國家級或省部級人才培養(yǎng)、引進計劃入選者。
Candidates selected from the national/provincial-level talent cultivation and introduction programs.
( 5 )被教育部聘為教育教學領域內的專家、行業(yè)職業(yè)教育教學指導委員會委員等。
Appointed by the Ministry of Education as an expert in education and teaching, a member of vocational education and teaching steering committee, etc.
( 6 )國家級、省級規(guī)劃教材或國家級、省級優(yōu)秀教材主編，教研、科研和技術創(chuàng)新成果顯著，在本專業(yè)領域內起示范和帶動作用。
Editor-in-chief of national/provincial-level planning textbooks or national/provincial-level excellent textbooks, with remarkable achievements in teaching, research, scientific research or technological innovation, playing a demonstration and leading role in the profession.
( 7 )教師本人參加國家、省級職業(yè)院校技能大賽(教師類)獲省級一 等獎或國家級三等獎及以上；指導學生參加全國職業(yè)院校技能大賽(學生 類)獲三等獎及以上、省級職業(yè)院校技能大賽(學生類)獲一等獎；本人設計發(fā)明的產品、工藝獲國家專利，設計的作品被評為省級二等獎及以上(適 用于中高職院校教師)。
Teacher who has personally participated in the national/provincial-level vocational college skills competition (for teachers) and won the first prize at the provincial level or the third prize at the national-level level and above; has instructed students to win the third prize or above at national-level vocational college skills competition (for students) or the first prize at the provincial-level vocational college skills competition (for students); the products and processes designed and invented by the teacher is awarded the national-level patent, or the design is rated as the provincial-level second prize and above (applicable to junior and senior vocational school teachers).
( 8 )教育部教學、教改、課程、教材、教師團隊有關項目負責人。

3. 本科高等教育領域
Undergraduate education
( 1 )獲得國家級或省級教學成果獎(均限排名前3位成果完成人)。

( 2 )國家級或省部級人才培養(yǎng)、引進計劃入選者。
Candidate selected from the national/provincial-level talent cultivation and introduction programs.

( 4 ) 擔任教育部或省級高等學校教學指導委員會副主任委員以上職務。

三、入選后有哪些支持政策？

1.引進人才。給予一次性工作生活補貼60萬元。
Talents introduced from outside of Yunnan. A one-payment living allowance of CNY 600,000.
2.本省入選人才。培養(yǎng)支持期內，以月計算每年實際在崗工作時間，按年度給予特殊生活補貼。
Selected talents from Yunnan Province. During the cultivation and support period, special living allowances are given on an annual basis based on the talent's actual working hours of the year, which will be calculated in months.
3.項目支持經費。入選人才在培養(yǎng)支持期內可申報競爭性項目支持經費，經評審認定擇優(yōu)給予并視同省部級科技項目，最高60萬元。

名醫(yī)專項 Top Physician Project
一、哪些人才可以申報名醫(yī)？
Who is eligible to apply for the project?
在云南省域內各級各類醫(yī)療衛(wèi)生機構工作1年以上，或符合引進人才條 件， 具有執(zhí)業(yè)醫(yī)師資格； 年齡在55周歲以下， 具有副高級及以上專業(yè)技術職 稱；堅持在一線工作，在醫(yī)療(中醫(yī))、疾病預防控制、婦幼保健、基層衛(wèi)生和突發(fā)公共衛(wèi)生事件處置等方面做出過突出貢獻；遵紀守法、醫(yī)德高尚、 愛國奮斗、群眾公認。
The applicant has worked in a medical and health institution in Yunnan Province for more than 1 year, or meets the requirements for talent introduction with qualification of practicing physician. The applicant shall be 55 or younger with a professional title of or equivalent to associate professor level or above; the applicant shall have been long engaged in the front-line medical field with outstanding contributions in medical services (traditional Chinese medicine), disease prevention and control, maternal and child health care, grass-roots health care and public health emergencies; the applicant shall be law-abiding, ethically qualified, patriotic, diligent, and widely recognized.
二、申報名醫(yī)的核心條件

1.在本專業(yè)領域業(yè)績貢獻突出或取得創(chuàng)新性成果，具有支持效應或培養(yǎng)潛力，支持培養(yǎng)計劃(方案)具有可行性。
Outstanding contribution or innovative achievements in the candidate's professional field, with support value or cultivation potential and feasible support cultivation plan (scheme).
2.獲得本專業(yè)或相關專業(yè)領域國家級或省部級人才榮譽稱號；
Winner of honorary titles of national/provincial-level talents in the candidate's professional field or related fields;
或獲得本專業(yè)或相關專業(yè)領域國家級(省部級)科技(研)獎勵(獎項)；
Or winner of national-level (provincial/ministerial-level) science and technology (research) awards (titles) in the candidate's professional field or related fields;
或主持或參與國家(省級)重大重點基金、科研項目；
Or leader or participant of major projects supported by national-level (provincial-level) funds or major scientific research projects;
或擔任國家級(省級)區(qū)域醫(yī)療中心、國家級(省級)臨床重點學科、 重點?？?、重點實驗室(研究中心)、質控中心，臨床醫(yī)學中心、專科培訓 (規(guī)培)基地負責人(帶頭人)或核心成員；
Or responsible person (leader) or key member of national-level (provincial-level) regional medical centers, national-level (provincial-level) key clinical disciplines, key specialties, key laboratories (research centers), quality control centers, clinical medical centers, and specialist training (regular training) bases;

或獲得國家歧黃學者(含青年歧黃學者)、全國中醫(yī)臨床優(yōu)秀人才稱號；
Or winner of the title of National-level Qihuang Scholar (including Young Qihuang Scholars) or National-level Outstanding Talent in Clinical Medicine of Traditional Chinese Medicine;
或具有絕招絕技、社會認可度高的中醫(yī)、民族醫(yī)和中醫(yī)(專長)醫(yī)師，年齡可放寬至65周歲，職稱學歷不作限制；
Or for doctors of traditional Chinese medicine, ethnic doctors, physicians of traditional Chinese medicine (specialty) with unique treatment methods/skills of high social recognition, the applicant's age can be extended to 65 or younger without requirement on academic degree or professional titles;
(注意)在疾病預防控制、婦幼保健、基層醫(yī)療衛(wèi)生機構工作的申報人可適當放寬申報條件；在本專業(yè)臨床疑難病種、手術等方面診療能力和水平 突出的可推薦申報名醫(yī)。
(Note) For applicants engaged in disease prevention and control, maternal and child health care, and grass-roots medical and health institutions, the requirement can be loosened when necessary; for applicants with outstanding diagnosis and treatment capabilities and skills in clinical difficult diseases and operations in their profession, they can be nominated as Top Physician.

一、哪些人才屬于文化名家？

年齡一般在55周歲以下，具有大學本科及以上學歷、副高級及以上專業(yè)技術職稱，主要從事宣傳思想、文化藝術和體育運動等領域工作，取得具有影響力的獎項成績或同行公認的代表作品，社會評價認可度高。
The applicant shall be generally 55 or younger, with a bachelor's degree or above and a professional title of or equivalent to associate professor level or above, mainly engaged in ideological publicity, culture, art and sports, and shall have won influential awards or produced representative works recognized by peers and highly appreciated by the public.
二、申報文化名家的核心條件
The key conditions for candidates
1.理論人才。具有較扎實理論功底，對本專業(yè)學科發(fā)展有突出貢獻；在理論研究和理論宣傳方面取得突出成績。
Theoretical talent. The applicant possesses solid theoretical knowledge with outstanding contributions to the development of his/her professional discipline; the applicant has made outstanding achievements in theoretical research and publicity.
2.新聞人才。具有較高新聞理論素養(yǎng)和專業(yè)知識，獲得過省部級以上新聞獎一等獎，在新聞界有較高威望和影響力；在新聞采訪、編輯、評論、播 音、主持、國際傳播等方面，取得突出成績。
Journalism talent. The applicant possesses a high level of theoretical literacy and professional knowledge in journalism, is a winner of the first prize of news awards at the provincial/ministerial level or above, and enjoys high prestige and influence in the press field; the applicant has achieved outstanding results in news interviews, editing, commenting, broadcasting, hosting, international- communication, etc.
3. 出版人才。具有較高出版理論素養(yǎng)和專業(yè)知識，出版或發(fā)表過較高水平的學術專著、論文，有一定知名度；在編輯、印刷、復制、發(fā)行和管理工作中取得突出成績。
Publishing talent. The applicant possesses a high level of publishing theoretical qualification and professional knowledge, and has published high-level academic monographs and papers with considerable popularity; the applicant has made outstanding achievements in editing, printing, reproduction, distribution and management.
4.文藝人才。獲得過全國性重要文藝獎項或國際性專業(yè)權威獎項，德藝雙馨，有較高知名度；在文學創(chuàng)作、美術、攝影、書法、音樂、表演藝術、 影視藝術、文藝評論等方面取得突出成就。
Literary and artistic talent. The applicant is a winner of important national-level literary and artistic awards or international-level professional and authoritative awards, and enjoy high reputation for professional ethic and achievements; the applicant has made outstanding achievements in literature, art, photography, calligraphy, music, performing arts, film and television art, and literary criticism.
5.體育人才。獲得過國際、國內重大比賽獎項，主帶運動員獲得過國際、國內重大比賽獎項，為中國體育事業(yè)及本省體育發(fā)展做出較大貢獻，有較高的知名度和影響力。
Sports talent. The applicant is an awardee in major international-level and domestic competitions, or a player under the instruction of the applicant (as a key instructor) is an awardee of major international-level and domestic competitions. The applicant has made great contributions to the development of sports in China and Yunnan with high reputation and influence.
6.文化經營管理人才。本省新聞、出版、廣電、文藝等領域從事文化產業(yè)經營管理的單位負責人以及經營管理骨干。熟悉意識形態(tài)工作和文化產業(yè)經營管理業(yè)務，有豐富實踐經驗，了解國際國內市場，開拓創(chuàng)新能力較強， 現(xiàn)代經營管理水平較高；經營管理業(yè)績顯著，取得較好社會效益和經濟效 益，獲得出資人和市場認可，有一定知名度和社會影響。
Cultural management talent. The applicant is an institution leader or backbone of the operation and management of the cultural industry such as news, publishing, radio and television, literature and art in Yunnan. The applicant is familiar with ideological work and cultural industry operation and management, has rich operation experience with insights of international and domestic markets, possesses strong development and innovation ability, and is highly qualified for modern operation and management; the applicant has displayed remarkable business management performance, achieved satisfactory social and economic benefits, received recognition from the investor and the market, and enjoyed popularity and social influence.
7.文化專門技術人才。本省新聞出版、廣播影視、文化藝術、文物博物等領域優(yōu)秀技術人才，特別是新技術應用推廣負責人、文化領域核心技術主 要研發(fā)人員或技術管理負責人。熟悉宣傳文化工作，熟練掌握現(xiàn)代科學技術 特別是現(xiàn)代信息技術，具有較強技術研發(fā)能力、應用能力或管理能力；主持 或參與推出的文化產品、文化項目取得良好社會效益和經濟效益；在業(yè)內有 較高知名度，在社會上有一定影響。
Specialized technical talent in culture. The applicant is an excellent technical talent in press and publication, radio, film and television, culture, art, cultural relics and museums in the Yunnan, especially the leader in charge of the application and promotion of new technologies, the main R&D participant or technical manager in charge of core technologies in culture. The applicant is familiar with publicity and cultural work, proficient in modern science and technology, especially modern information technology, with competitive technical R&D, application or management capabilities; the cultural products or projects under the direction or promotion of the applicant have achieved satisfactory social and economic benefits; the applicant enjoys high reputation and considerable social influence.

一、哪些人才屬于創(chuàng)業(yè)人才？
Who is eligible to apply for the project?
在云南省域創(chuàng)辦企業(yè)時間在5年以內、近2年運營穩(wěn)定，具有較好市場前景和發(fā)展?jié)摿Γ粍?chuàng)業(yè)方向符合云南省構建現(xiàn)代產業(yè)體系需要的人才。
The applicant established a company in Yunnan Province in the past 5 years with stable operation in the past 2 years, and the company displays promising market prospects and development potential; the applicant's entrepreneurial direction is in line with the need to build a modern industrial system in Yunnan Province.
二、申報創(chuàng)業(yè)人才的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1.運用自主知識產權創(chuàng)辦科技型企業(yè)的科技人才。
Scientific and technological talent with independent intellectual property rights to establish technology-based enterprises.
2.具有突出管理才能的財稅、金融、法律、人事、戰(zhàn)略咨詢、管理設計、流程管控、創(chuàng)業(yè)孵化、知識產權代理等領域企業(yè)的主要創(chuàng)辦人。
Main founder with outstanding management skills of enterprises in taxation, finance, law, human resources, strategy consulting, management design, process control, business incubation, intellectual property agency and other fields.
3.其他能為云南產業(yè)發(fā)展提供較強市場和行業(yè)服務的企業(yè)創(chuàng)辦人才。
Other types of entrepreneurial talents who can provide strong market and industry services for the industrial development of Yunnan.
三、入選后有哪些支持政策？

一、哪些人才可以申報青年人才專項？
Who is eligible to apply for the project?
年齡一般在40周歲以下，發(fā)展?jié)摿Υ?、學術視野和創(chuàng)新思維開闊，潛心 一線研究，具有博士學位。
The applicant shall be generally 40 or younger, have great potential for development, have broad academic vision and innovative mentality, devote himself/herself to front-line research, and hold a doctorate degree.
二、申報青年人才的核心條件(具備下列條件之一)
The key conditions for candidates (who shall meet at least one of the following conditions)
1.取得博士學位后，具有2年以上國內外知名高校、科研機構及企事業(yè)單位從事教學或者科研工作經歷；或在國外知名高校、科研單位、相關機構取得博士學位，并從事博士后研究時間不少于 1年的訪問學者。
The applicant has more than 2 years of experience in teaching or scientific research in well-known domestic or overseas universities, scientific research institutions, enterprises or public institutions after obtaining a doctorate degree; or a visiting scholar who has been engaged in post-doctoral research for no less than 1 year after obtaining a doctorate degree in a well-known overseas university, scientific research institution or other institutions.
2.具備較強科學研究和技術創(chuàng)新潛力，在自然科學、工程技術、人文社會科學和文化藝術等領域嶄露頭角，獲得較高學術成就，有一定社會影響或同行認可度；或研究方向有重要創(chuàng)新前景和突破可能。
The applicant possesses strong scientific research and technological innovation potential, displays talent in natural science, engineering technology, humanities and social sciences, culture and art, etc., with high academic achievements, and enjoys certain social influence or peer recognition; or the applicant's research displays important innovation prospects and potential breakthroughs.
3.從事核心技術、關鍵技術、前沿技術項目研究，取得同行專家認可的科研成果；或掌握核心技術，取得擁有自主知識產權的發(fā)明專利；或參與重 大技術改造、升級，取得重要技術革新或解決關鍵性技術難題。
The applicant is engaged in research of core technologies, key technologies and cutting-edge technology projects with scientific research results recognized by peer experts; or the applicant masters core technologies and owns invention patents with independent intellectual property rights; or the applicant has participated in major technological transformations and upgrades, where important technological innovations were achieved or key technical issues were resolved.
4.云南省重點產業(yè)、重大項目引進的急需緊缺應屆博士；或符合條件的我省博士后在站研究人員；或省內外博士后出站后，留在我省工作的人才。
The applicant is a fresh PhD graduate who is urgently needed in key industries and major projects in Yunnan Province; or a qualified post-doctoral researcher in Yunnan; or a talent who stays in Yunnan upon the conclusion of post-doctoral programs in Yunnan or other provinces.
5.在國內外知名企業(yè)擔任技術項目負責人或經營管理職務。
The applicant serves as a technical project leader or business manager in well-known domestic and foreign companies.
6.具有成為所從事科研領域學術或者技術帶頭人的發(fā)展?jié)摿?，符合云南省經濟社會發(fā)展需要的其他青年人才。
Other types of young talents with potentials to become academic or technical leaders in the scientific research scope and to meet the needs of economic and social development in Yunnan Province.
三、入選后有哪些支持政策？
What are the preferential policies for selected candidates?
1.引進人才。給予一次性工作生活補貼50萬元。
Talents introduced from outside of Yunnan. A one-payment living allowance of CNY 500,000.
2.本省入選人才。培養(yǎng)支持期內，以月計算每年實際在崗工作時間，按年度給予特殊生活補貼。
Selected talents from Yunnan Province. During the cultivation and support period, special living allowances are given on an annual basis based on the talent's actual working hours of the year, which will be calculated in months.
3.項目支持經費。入選人才在培養(yǎng)支持期內可申報競爭性項目支持經費，經評審認定擇優(yōu)給予并視同省部級科技項目，自然科學和工程技術類最 高100萬元、人文社會科學類最高50萬元。
Project support funds: Project support funds.Selected talents can apply for competitive project support funds during the cultivation and support period. A maximum of CNY 1 million will be provided for projects of natural science and engineering technology, and a maximum of CNY 500,000 for projects of humanity and social sciences, both of which shall be assessed and rated as excellent and equivalent to provincial/ministerial level.
4.后續(xù)項目支持經費。入選人才培養(yǎng)支持期結束并通過考核的，可根據(jù)科研任務情況繼續(xù)申報同一專項項目支持經費。
