一、什么是“柔性引進人才”？“柔性引進人才”的方式有哪些？

“柔性引進人才”是指我省用人單位在不改變國外、省外人才(團隊) 的人事、檔案、戶籍、社保等關系前提下，通過顧問指導、兼職服務、項目 合作、服務外包、二次開發(fā)、技術入股、對口支持、掛職鍛煉、人才租賃、 互派培養(yǎng)等多種形式，吸引國外、省外人才(團隊)為我省高質量發(fā)展提供 智力支持。
"Talent recruitment with flexibility " means attracting talents (teams) from other countries and regions and outside the province to provide intellectual support for the high-quality development of Yunnan Province on the premise of not changing their organizational affiliation, file, household registration, social security, and other relations through various forms such as consultant guidance, part-time service, project cooperation, service outsourcing, secondary development, technology equity participation, counterpart support, on-the-job training, talent leasing, and mutual training.
二、什么是“柔性引進高層次人才基地”？

“云南省柔性引進高層次人才基地”是集高層次人才學術休假療養(yǎng)、智力服務、成果轉化和創(chuàng)新創(chuàng)業(yè)為一體的綜合性服務平臺。目前，我省共有5 個柔性引進高層次人才基地，分別在大理、麗江、普洱、西雙版納、保山( 騰沖)。
The Yunnan Flexibly Recruited High-end Talent Base is a comprehensive service platform integrating academic services, vacation, recuperation, intellectual services, achievement transformation, innovation, and entrepreneurship of high-end talents. At present, Yunnan owns 5 flexibly recruited high-end talent bases, located in Dali, Lijiang, Pu’er, Xishuangbanna, and Baoshan (Tengchong).
三、柔性引進人才(團隊)政策支持有哪些？
What are the support policies for talents (teams) recruited with flexibility?
柔性引進的人才(團隊)按協(xié)議或合同約定，擬在云南省連續(xù)工作不少于5年、每年不少于3個月的， 根據(jù)各專項實施細則， 通過“云南省智慧人才云平臺”申報相應專項項目經(jīng)費支持。由省人力資源社會保障廳按年度匯總后，統(tǒng)一向專項主管部門申報。
Talents (teams) recruited with flexibility who (which) plan to work continuously in Yunnan Province for not less than 5 years and not less than 3 months each year according to the agreements or contracts can apply for corresponding special project fund support through the Yunnan Smart Talent Cloud Platform in accordance with specific implementation rules. The Provincial Department of Human Resources and Social Security should make a summary on an annual basis and report to the competent project authority in a unified manner.
云南省行政區(qū)域外的科研團隊承諾在云南轉移轉化項目成果，且成果轉化取得實質性進展后，可依托成果轉化所在機構，離岸申報頂尖團隊，最高給予3000萬元項目經(jīng)費支持，不享受團隊建設經(jīng)費支持。
A research team outside the administrative area of Yunnan Province, which promises to transfer project achievements in Yunnan, can rely on the institution where the achievements are transferred to offshore apply to be a top team after substantial progress is made and financial support of max. CNY 30 million will be provided, but the team does not enjoy the financial support for team building.
對促進重點產業(yè)發(fā)展取得顯著成效的柔性引進人才(團隊)，給予全職引進人才(團隊)同等政策支持；柔性引進人才可同等享受人才服務。
Provide the same policy support enjoyed by full-time recruited talents (teams) to the talents (teams) recruited with flexibility and achieving remarkable results in promoting the development of key industries. 四、柔性引進人才(團隊)可以申報《云南省“興滇英才支持計劃”實施辦法》哪些專項的項目經(jīng)費支持？

根據(jù)《云南省“興滇英才支持計劃”實施辦法》及各個專項實施細則的有關規(guī)定，柔性引進人才(團隊)按協(xié)議或合同約定，擬在云南省連續(xù)工作不少于5年、每年不少于3個月的，可對應科技領軍人才專項、云嶺學者專項、產業(yè)創(chuàng)新人才專項、首席技師專項、教學名師專項、名醫(yī)專項、文化名家專項、青年人才專項等8個個人專項和1個團隊專項的相關條件， 根據(jù)年度申報通知，通過“云南省智慧人才云平臺”申報相應專項項目經(jīng)費支持。
According to the relevant provisions of the Implementation Measures for the "Yunnan Revitalization Talent Support Program" and the implementation rules of each project, talents (teams) recruited with flexibility who (which) plan to work continuously in Yunnan Province for not less than 5 years and not less than 3 months each year according to the agreements or contracts, can apply for the financial support of corresponding projects through the Yunnan Smart Talent Cloud Platform according to the annual application notice after meeting the relevant criteria of 8 individual projects and 1 team project, including the Science & Technology Champion Project, Yunling Scholar Project, Industrial Innovation Talent Project, Chief Technician Project, Top Teacher Project, Top Physician Project, Top Artist Project and Young Talent Project.
