Excerpts from the Guidelines for Management of Yunnan Academician Workstations
一、哪些企業(yè)和單位可以申請建立院士專家工作站？
Which enterprises and organizations are eligible to apply for establishing academician workstations?
1.在云南省行政區(qū)域內(nèi)注冊，具備獨立法人資格的企業(yè)、高等院校、科研 院所、新型研發(fā)機構(gòu)、醫(yī)療機構(gòu)等。
Enterprises, institutions of higher education, scientific research institutes, new research institutions, and medical institutions that are registered in the administrative region of Yunnan Province and have independent legal person status.
2.具備較強研發(fā)能力，擁有專門的研發(fā)機構(gòu)，研發(fā)團隊結(jié)構(gòu)合理，能為 院士專家及其團隊進站工作提供必要的科研、生活條件及其他后勤保障。
Strong research capability, special research institutions, a research team with a reasonable structure, and necessary scientific research, living conditions, and other logistic support for academicians, experts, and their teams working in the workstations.
3.與引進的院士專家有前期合作基礎(chǔ)，簽訂3年及以上的建站合作協(xié)議， 雙方書面協(xié)議約定事項應工作目標清晰、任務具體、分工明確、指標量化、 知識產(chǎn)權(quán)歸屬和受益分配清楚、成果可評價。
A basis of early-stage cooperation with recruited academicians and experts, and cooperation agreements signed for the development of workstations for three years or more. The matters agreed upon by the written agreements of both parties should be of clear objectives, specific tasks, clear division of labor, quantitative indicators, clear ownership of intellectual property rights, distribution of benefits, and evaluable results.
4. 申請建站的企業(yè)，應生產(chǎn)經(jīng)營狀況良好，且上年度科研經(jīng)費投入不少于 銷售收入的2%。
The enterprises applying for establishing workstations should have good production and operation conditions, and the investment of scientific research funds in the previous year should not be less than 2% of the sales revenue.
5. 同等條件下，優(yōu)先支持建有重點實驗室等研發(fā)平臺和承擔國家或省級 重大科技創(chuàng)新項目的企業(yè)；鼓勵高等院校、科研院所、新型研發(fā)機構(gòu)與企業(yè) 合作申報，開展科技研究成果的轉(zhuǎn)化應用；鼓勵申請建站的醫(yī)療機構(gòu)，引進 先進臨床醫(yī)療技術(shù)方法并轉(zhuǎn)化臨床應用，圍繞患者開展醫(yī)療技術(shù)服務和醫(yī)療 產(chǎn)品研發(fā)。
Give priority under the same conditions to supporting enterprises that have established key laboratories and other research and development platforms and undertake major national or provincial science and technology innovation projects; encourage institutions of higher education, research institutes, and new research institutions to cooperate with enterprises in the application and transform scientific and technological research achievements; encourage host medical institutions to introduce advanced clinical medical technology and methods and transform them into clinical applications, and develop medical technology services and medical products with patients at the core.
二、哪些院士和專家可以申請建立院士專家工作站？
For academicians and experts, who is eligible to apply for establishing academician workstations?
1.建立院士工作站：中國科學院、中國工程院院士；諾貝爾獎、圖靈 獎、菲爾茨獎等獲得者；國境外科學院、工程院院士(其他類別院士提請管 委會審議)；建立專家工作站：國家“高層次人才特殊支持計劃”等專家， “百千萬人才工程”國家級人選， “長江學者”， “國家杰出青年科學基金” 、“洪 堡基金”等獲得者，以及在所屬學術(shù)和行業(yè)領(lǐng)域里具有科技領(lǐng)軍地位的教 授、專家、學者。
Establishment of academician workstations: academicians of the Chinese Academy of Science and the Chinese Academy of Engineering; winners of Nobel Prize, Turing Award, Fields Medal, and other prizes; academicians of overseas academies of sciences and engineering (the information of academicians of other categories should be submitted to the Administration Committee for deliberation); establishment of expert workstations: experts admitted to the National Ten Thousand Talents Plan, national level nominated persons for the Hundred, Thousand and Ten Thousand Talents Plan, Chang Jiang Scholars, awardees of the National Science Fund for Distinguished Young Scholars and Alexander von Humboldt Foundation, and professors, experts, and scholars with leading positions in science and technology in their academic and industrial fields.
2.院士專家近5年來至少有1項技術(shù)成果成功轉(zhuǎn)化應用；與建站單位協(xié)議 約定建站3年內(nèi)，至少有 1項技術(shù)成果在云南轉(zhuǎn)化應用。
Each academician or expert has at least one technical achievement successfully transformed and applied in the past five years. Each academician or expert should agree in writing with the 0host organization that he/she will have at least 1 technical achievement to be transformed and applied in Yunnan within 3 years after the workstation is established.
3.院士專家原則上每年進站工作時間不少于3個月；國境外院士專家原則 上每年進站工作時間不少于1個月。
In principle, academicians and experts should work in the workstations for no less than 3 months each year. In principle, overseas academicians and experts should work in the workstations for no less than 1 month each year.
三、建立院士專家工作站后有哪些支持政策？
What are the support policies after the establishment of academician workstations?
1.院士專家工作站一個運行周期為3年，院士工作站每年給予60萬元， 總額180萬元的財政經(jīng)費支持；專家工作站每年給予30萬元，總額90萬元的 財政經(jīng)費支持。
The operation cycle of each academician workstation is 3 years. Each academician workstation will be given CNY 600,000 each year, totaling CNY 1.8 million as financial support. Each expert workstation will be given CNY 300,000 each year, totaling CNY 900,000 as financial support.
2.財政經(jīng)費由建站單位采取“專賬管理”的方式負責統(tǒng)籌管理使用；按照 《云南省院士專家工作站財政補助經(jīng)費使用管理實施細則》執(zhí)行。
The financial support should be generally managed and used by the host organizations in a mode of "special account management" subject to the Rules for the Management of Financial Subsidies for Academician Workstations of Yunnan Province
3.省科技廳擇優(yōu)推薦建站單位申報國家有關(guān)科技計劃項目，積極協(xié)調(diào)爭 取科技部立項支持。
The Provincial Science & Technology Department will recommend high-quality host organizations to apply for projects under the relevant national science and technology plans and actively coordinate and strive for project approval from the Ministry of Science and Technology of the People's Republic of China.
