一、設(shè)立專家基層科研工作站需要哪些條件？
What are the criteria required for establishing grassroots workstations for experts?
1.設(shè)站范圍及原則：專家基層工作站建設(shè)以高層次人才和縣及縣以下基 層企事業(yè)單位為主體，聚焦基層高原特色現(xiàn)代農(nóng)業(yè)、綠色能源、綠色硅鋁、 煙草、有色金屬、化工、鋼鐵、新材料、新能源電池、生物醫(yī)藥、節(jié)能環(huán) 保、先進裝備制造、健康服務(wù)業(yè)、旅游文化、現(xiàn)代物流、數(shù)字經(jīng)濟等產(chǎn)業(yè)領(lǐng)
域，搭建產(chǎn)學(xué)研平臺，為基層產(chǎn)業(yè)發(fā)展和鄉(xiāng)村振興提供人才智力支持。
Workstation scope and principle: In the establishment of grassroots workstations for experts, high-end talent and grassroots enterprises and public organizations at or below the county level are the main entities and the focus goes to grassroots modern agriculture with plateau characteristics, green energy, green silicon and aluminum, tobacco, non-ferrous metals, chemicals, iron and steel, new materials, new energy batteries, biomedicine, energy conservation and environmental protection, advanced equipment manufacturing and health services, tourism and culture, modern logistics, digital economy, and other industries, so as to establish a platform for production, learning, and research to provide talents and intellectual support for the development of grass-roots industries and the revitalization of rural areas.
2.設(shè)站單位應(yīng)具備下列條件：( 1 )在設(shè)站行政區(qū)域內(nèi)注冊登記，具有 獨立法人資格的企事業(yè)單位、社會組織或鄉(xiāng)村基層組織。( 2 )生產(chǎn)經(jīng)營狀 況良好，經(jīng)費投入穩(wěn)定可持續(xù)，具有支撐科研創(chuàng)新或技術(shù)轉(zhuǎn)化的平臺載體， 能為專家進站工作提供保障。( 3 ) 與專家應(yīng)簽訂3年及以上服務(wù)協(xié)議， 明確 服務(wù)目標(biāo)、任務(wù)、職責(zé)、知識產(chǎn)權(quán)歸屬和收益分配等權(quán)利義務(wù)。
The host organizations should meet the following criteria: ( 1) Enterprises, public organizations, social organizations, or rural grassroots organizations that are registered within the administrative area of the workstations and have independent legal person status. ( 2) Good production and operation conditions, stable and sustainable investments, a platform carrier supporting scientific research innovation or technology transformation, and guarantees for experts working in workstations. ( 3) Service agreements with experts with a term of 3 years or more and specified rights and obligations such as service objectives, tasks, responsibilities, ownership of intellectual property rights, and income distribution.
3.設(shè)站專家應(yīng)具備下列條件：( 1 )堅持“專家領(lǐng)銜、團隊支撐、單位結(jié) 對幫扶”原則，專家應(yīng)具有較強的服務(wù)基層意愿，具備設(shè)站單位所需創(chuàng)新技術(shù)或相應(yīng)科研成果；專家團隊具有良好的運行管理機制和協(xié)同創(chuàng)新能力；專 家所在單位具有結(jié)對幫扶意愿和條件。( 2 )設(shè)站專家一般為省內(nèi)外高等院 校、科研院所、重點產(chǎn)業(yè)領(lǐng)域企事業(yè)單位中具有正高級以上職稱的專業(yè)技術(shù) 人才，入選省級以上人才項目、計劃以及同層次省外專家人才優(yōu)先設(shè)站；基 層產(chǎn)業(yè)發(fā)展急需緊缺的專業(yè)技術(shù)人才，或具有高超技藝的鄉(xiāng)土人才、民族民 間文化人才，可不受職稱和專家人才稱號限制，經(jīng)州(市)人力資源社會保 障部門會同黨委組織部門審定同意后，可申請設(shè)站。( 3 )鼓勵身體健康、 入選省級以上人才項目、計劃的退休專家到基層設(shè)站開展服務(wù)工作。( 4 ) 同一專家設(shè)站數(shù)量不超過2個。
The workstation experts should meet the following criteria: 1. Adhering to the principle of "leading by experts, supporting by teams, and assisting by host organizations in pairs", the experts should have a strong will to serve the grassroots and possess the innovative technology or corresponding scientific research achievement required by the host organizations; the expert team should have a good operation management mechanism and collaborative innovation capability; and the employers of experts shall have the will and conditions for support in pairs. 2. Workstation experts are generally professional and technical talents with a title of senior or higher in institutions of higher education, research institutes, enterprises, and public organizations in key industrial fields within and outside Yunnan Province, and priority is given to talents admitted to the talent plans at the provincial or higher level and experts outside Yunnan Province at the same level. Professional and technical talents who are in short supply for the development of grass-roots industries or local and folk cultural talents with superb skills may not be restricted by their professional titles or expert titles and can apply for establishing grassroots workstations for experts after being examined and approved by the prefecture (municipal) department of human resources and social security together with the organization department of the Party Committee. 3. Retired experts with good health conditions and admitted to talent projects and plans at or above the provincial level are encouraged to establish grassroots workstations to provide services. 4. No more than 2 workstations should be set up for the same expert.
二、專家基層科研工作站設(shè)立有哪些程序？
What are the procedures for establishing grassroots workstations for experts?
1.設(shè)站申報。符合條件的設(shè)站單位與專家共同提出設(shè)站申請，經(jīng)專家所 在單位同意后，報縣(市、區(qū))人力資源社會保障部門初審。
Station establishment application. Eligible host organizations and experts jointly propose workstation establishment applications and such applications will be reported to the county (city/district) department of human resources and social security for preliminary assessment after being agreed upon by the employers of the experts.
2.初審?fù)扑]?？h(市、區(qū))人力資源社會保障部門采取實地查看和咨詢 論證相結(jié)合的方式，對設(shè)站申請材料和設(shè)站可行性進行核實評估，明確推薦 意見并經(jīng)縣(市、區(qū))黨委組織部門同意后，報州(市)人力資源社會保障 部門復(fù)審。
Preliminary assessment and recommendation. The county (city/district) department of human resources and social security will verify and assess the application materials and feasibility of workstation establishment through both on-site inspection and consulting demonstration, specify recommendation opinions and report to the prefecture (municipal) department of human resources and social security for review after the opinions are agreed by the organization department of the county (city/district) Party Committee.
3.復(fù)審?fù)扑]。州(市)人力資源社會保障部門對申請設(shè)站情況進行復(fù) 審，必要時到申請設(shè)站單位進行現(xiàn)場核查后，提出設(shè)站復(fù)審意見，經(jīng)州 (市)黨委組織部門同意后報省人力資源社會保障廳核準(zhǔn)備案。
Review and recommendation. The prefecture (municipal) department of human resources and social security will review the workstation establishment, propose review opinions after on-site inspection to host organizations if necessary, and report to the Provincial Department of Human Resources and Social Security for approval and filing after the opinions are agreed by the prefecture (municipal) Party Committee.
4.核準(zhǔn)備案。省人力資源社會保障廳對專家站設(shè)站情況進行審核，提出 核準(zhǔn)備案意見，經(jīng)專家站管理委員會審定后，發(fā)文公布設(shè)站名單，并授予 “云南省xxx專家基層科研工作站”站牌。專家站站牌依據(jù)專家姓名等命名， 注明設(shè)站專家姓名、設(shè)站單位、專家所在單位、授予單位、運行時限、設(shè)站 時間。
Approval and filing. The Provincial Department of Human Resources and Social Security will review the workstation establishment, propose approval and filing opinions, issue a document to release the list of workstation establishment, and grant the workstation plate of "Yunnan Grassroots Workstation for Expert XXX" after the opinions are approved by the Expert Workstation Management Committee. The expert workstation plate will be named according to the expert name and so on, specifying the workstation expert name, host organization, expert employer, granting authority, operation period, and establishment time.
5.服務(wù)運行。經(jīng)核準(zhǔn)備案的專家站，在設(shè)站發(fā)文后 1個月內(nèi)，制訂工作 實施方案，簽訂《云南省專家基層科研工作站任務(wù)書》及服務(wù)協(xié)議，完善工 作規(guī)章制度，按服務(wù)協(xié)議開展專家服務(wù)活動。
Service operation. For an approved and filed expert workstation, a work plan will be formulated, the Task Statement of Yunnan Grassroots Workstations for Experts and service agreements will be signed, and the work rules and regulations will be improved within one (1) month after the workstation establishment document is issued, and then the experts will carry out service activities according to the service agreements.
